Power is focused on accommodating the million of warriors who have been freed. These cyborgs are accustomed to action and are now orbiting the Homeland with nothing to do, not processing what to do next. There are a million strong personalities he has to manage.
Cadet is focused on retrieving the cyborgs who were left behind during the rebellion. She sees they are in danger, can’t process why Power hasn’t sent warriors to rescue them.
These two leaders have different priorities and that is causing friction.
It might cause a war.
